Trying to book a hop-on hop-off bus tour, and keep getting diverted to something else.

Over booked an mismanaged timetable, same frequency during peak times as non-peak times. Was on Rottnest island good friday. Despite being public holiday and school holiday there were less busses and less frequent than a normal weekend. Busses were packed like sardine cans, more than capacity and possibly illigal during COVID times. Some did not stop at stations due to being too full. Had to wait 45 minutes at a station to get back on a bus. Hop on - Hop off? I think not. Worset bus tour ever been on.
